There are specific programs designed to recover files after power outages, which is considered logical damage. The chkdsk function in Window and disk utility for Mac computers can generally take care of logical damage though the Sleuth kit and coroners toolkit are third party utilities available to recover logical data. Many times logical damage is mistaken as physical damage and you need to make sure you know the type of damage you have before you go fixing it.
